Constitution of the ‘Water Quality Assessment Authority’ recognizes the importance of water quality monitoring through an extensive network at the national and state level, constitution of state level ‘Water Quality Review Committees’ in the country, standardization and unification of the process of monitoring.

Establishment of River Basin Organizations

The hydrological basin is generally seen as a desirable unit for the development and management of water resources, starting from primary watersheds to sub-catchments and, catchments integrated into sub-basins and basins, taking into consideration both surface and ground water for sustainable multi-sectoral use incorporating aspects of both quantity and quality as well as environmental considerations. All individual developmental projects and proposals should be formulated and considered within the framework of such an overall plan keeping in view the existing agreements/awards for a basin or a sub-basin so that the best possible combination of options can be selected and sustainably implemented. For this purpose, River Basin Organizations (RBOs) needs to be established. There are some models available the world over for guidance, but each RBO should be guided by the regional requirement, geographical, geophysical and soil conditions, climatic parameters, constitutional obligations and political considerations. Though there has been a general consensus on the constitution of the RBOs, the matter of defining their form and role is still under active consideration.

The National Water Resources Council under the headship of the Honourable Prime Minster of India and the National Water Board chaired by the Secretary, Ministry of Water Resources are in place to deal with major issues relating to the water sector. The issue was deliberated by a working group constituted for the purpose of deriving a mechanism for working out in detail the modalities/model(s) of RBOs. It was decided that a comprehensive institutional framework to ensure fairness in the basin-wise decision for optimum development and process of accountability supported by a strong and comprehensive but flexible regulations/legislation should be the backbone of the RBOs, and all the relevant bodies involved in the water sector must galvanize their individual ideas to form a concrete strategy for attaining the wider objective of sustainable development. Drawing up of appropriate ‘Guidelines for distribution/sharing of interstate river waters amongst the riparian states’ was assigned to a Working Group with the active participation of the states. Various awards of River Water Disputes Tribunals also include recommendations for formation of RBOs such as Krishna Valley Authority, Cauvery River Authority, etc. Even though the River Boards Act was enacted in 1956, nothing tangible has been achieved so far due to the varying views and reluctance expressed by the states.
